QUEZON CITY, Philippines — Philippine National Police Chief Police Director General Ricardo Marquez announced on Monday the relief from post of 15 officers of the PNP-Firearms and Explosives Office (PNP-FEO).

Marquez says he ordered the CIDG to investigate in December 2015 about the falsified applications for License To Own and Possess Firearms at the FEO.

Based on investigations, most instances involved fake neuro-psychiatric clearances.

General Marquez said, “I received reports on alleged irregularities on the issuance of License To Own and Possess firearms commonly known as LTOPF, supporting documents, fake NP (neuro-psychiatric) clearance certificate.

If the involved officers are proven guilty of violations, they will face administrative charges. If they are proven innocent, they will be reinstalled.

“We have to temporary relieve them so that the speedy investigation could be conducted.”

The relieved officers include FEO Director P/CSupt. Francisco Elmo Sarona. He was replaced by P/SSupt. Cesar Hawthorne Binag.

Marquez reminds all police officers to do their job well and be honest. Meanwhile, he advises gun owners to be responsible and to adhere to what is in the law.
